The authorities and companies of the fuel and energy complex have developed joint approaches to import substitution at the Russian Energy Week

On the sidelines of the Russian Energy Week, on October 14, Deputy Prime Ministers Alexander Novak and Denis Manturov chaired a meeting on import substitution with the participation of major oil and gas companies and manufacturers of Russian equipment.

The participants spoke about the achievements in the field of import substitution since 2014 and set urgent tasks to increase the localization of the production of the necessary equipment and components in Russia against the backdrop of tougher sanctions.

“After the expansion of sanctions in 2022, it is important for us to provide the fuel and energy complex with Russian equipment and technologies in terms of energy security. Now a working group has been created at the level of the Ministry of Energy and the Ministry of Industry and Trade with the participation of the largest Russian oil and gas companies, which has done a lot of work to analyze the demand for equipment, the supply of which from abroad has become unavailable. So far, 60% of the equipment in the fuel and energy complex has been imported in Russia, but the president outlined the task of reaching 80% by 2025. To accomplish this task, a unified regulatory framework and updating of Russian standards on one site is needed,” said Deputy Prime Minister Alexander Novak, opening the meeting.

The transition to Russian systems of standardization and certification will facilitate the accelerated introduction of Russian equipment, as well as reducing both the time and material costs of Russian manufacturers for pre-qualification procedures with oil and gas and petrochemical companies. Previously, the implementation of large oil and gas projects in the Russian Federation by foreign licensors and contractors necessitated the use of foreign standards.

Today, it is proposed to use the platform of the Institute of Oil and Gas Technology Initiatives (INTI), which is already implementing the development and implementation of new standards in practice, forming a unified product conformity assessment system, and helping manufacturers in pilot testing. Based on the results of the audit and testing, the institute forms a database of verified product suppliers so that it can be used in the procurement activities of oil and gas companies. INTI was established in 2020, today it already unites 20 oil and gas companies, including seven foreign ones.

“To date, more than 80 unified standards for oil and gas equipment have been developed and approved, the mechanism of joint pilot tests has been successfully tested. We believe that attracting new participants in the Russian oil and gas market to the Institute will help achieve the goals set by the President of the Russian Federation,” said Denis Manturov, Deputy Prime Minister – Head of the Russian Ministry of Industry and Trade.

Among the measures to support domestic manufacturers of equipment and technologies, he named the reduction of payment terms for work performed in Russian companies, an increase in the share of advance payments for pilot projects to 50% of the cost, concessional loans and government grants.

Representatives of Gazprom, Gazprom Neft, the INTI Institute, Rosatom, Transneft design bureaus and factories, contractors of large companies spoke at the meeting.
