Two days after it was pulled up by the Gujarat High Court for failing to address the issue of stray cattle in Ahmedabad, the Ahmedabad Municipal Corporation (ACM) on Thursday passed its cattle control policy that was framed in April.
The policy passed by the AMC Standing Committee mandates the cattle owners to obtain permits and licences for the animals with a fee of Rs 500 and Rs 250, respectively, for three years. The policy will apply not only to cattle owners in the city but also to vendors or grass-sellers.
Every animal is required to have a RFID tag. If the animal is not tagged within two months, the owner will have to pay a fine of Rs 1,000. If not tagged in four months, the animal will be seized and not returned, the policy mandates.

“So far, policies and rules to control cattle nuisance were implemented by different agencies. But now, right from registration of the cattle to its impounding, as well as management of cattle sheds once the animals are impounded, all have come under one policy,” said a senior AMC official.
Under the policy, the owners need to get every animal registered separately and cannot use the same space to keep all animals. In case they do not follow this, they will be required to relocate the cattle outside the AMC limits within two months. If the animals are found in a public place, it will be seized and not returned. Also, owners have to keep fodder at a separate space and not where the animals stay.
In case a stray cattle is seized, the owner will be fined Rs 3,000, along with Rs 500 as administrative charges and Rs 500 as fodder charges. In case of a repeat offender, the fine will be increased by 50 per cent each time. In case this happens thrice, the animal will not be returned and the owner’s licence will be cancelled. The policy also has a provision against loss to property or life due to cattle. The owners have to pay compensation in such cases.
The policy, once approved by the AMC general board, scheduled to meet on July 21, will be notified and implemented.
The Standing Committee, in its meeting in April, had returned the cattle nuisance control policy 2023 to the administrative wing citing more clarity and certain amendments.
